Tourist registration is compulsory for anyone spending a minimum of 24 hours in the territory of Montenegro. Each person staying in the country is required to pay a tourist tax per day of stay – this tourist registration proves that the taxes have been paid and prevent any fines/issues/visa challenges during your return from Montenegro. There are heavy fines for all involved if the measures are not fulfilled in entirety.

Registration – If staying at an Official Tourist Facility

If a tourist is residing in a facility which has been officially registered for the provision of rental services – namely hotels, motels, apartments, etc., in this case your registration falls as an obligation of the owner / management of this tourist facility. The registration / removal from registration is carried out at the Police Department at the place of registration of the facility within 12 hours from the moment of registration of a foreign citizen in a tourist facility.

The owner/manager of the property can choose to either register you electronically or by going to the required office (Tourism Organisation or Police), and provide you either the electronic confirmation or with the written confirmation from the Police. This registration is required to be done for each individual with an identity document (i.e. all adults and all children separately).

Registration – If your accomodation is by Invitation

This type of registration is valid only for citizens of those nations where they are allowed to stay for upto 90 days within the territory of Montenegro without applying for a Long-Stay Visa.

Any individual/owner/manager of the property, to whom a foreigner comes to visit with an allowed time of stay for up to 90 days and who is provided with accommodation for a period of more than 12 hours, is also obliged to register their guests with the police on behalf of the foreign guest , within 12 hours from the moment of arrival / departure of the guests. This again falls as the responsibility of the owner/manager.

Registration for Yourself

Any tourist who is staying at premises which are non-registered with the Ministry of Tourism or have chosen their own means of stay (camping, rv-parks, nomadic etc) are required to register / deregister from migration at the territorial border police department of the Police Directorate (with an inspector for foreigners) or in the Tourism Organization of Montenegro at the place of residence in Montenegro. This is applicable in all cases if they intend to stay in Montenegro for more than 24 hours from the moment of crossing the border. Registration is carried out by submitting an application of the established form, in person.

Registration/De-Registration for Children/Dependents can be done by parents, guardians with proof of identities and documents confirming the parent/guradianship relations. Hence, for a group of friends travelling together, each person must individually register and pay the tourist tax for the number of days being spent in Montenegro. For a family, a single parent would be able to register (with all documents shown in original to the authorities), for the entire family without having all members to visit the facility.

Removal from the registration database – Deregistration

A tourist must submit an application for removal from the register 24 hours before leaving the place of stay. The application is not submitted if the end date of the stay is same as that indicated in the application at registration. Hence this will apply if you are leaving earlier than planned (indicated on your initial application during registration). Please note, the tourist taxes once paid are not refunded if the dates of leaving are earlier than previously indicated.

Fines for Entities & Individuals – failure to meet above conditions

– for a legal entity (Hotel/Motel/Apartment), the fine ranges from EUR 500 to EUR 3,000. For violation, the responsible person of the legal entity is also fined in the amount of 150 to 500 euros.

– for an individual (home owners/landlords) who provides accommodation services, the fine is from 150 to 500 euros.

– for individual entrepreneurs (apartments/rental as a business/sublet), the fine is from 300 to 1.500 euros.

– a foreign citizen (Tourist) is liable to a fine of 60 to 600 euros.

The Ministry of Internal Affairs clarifies that tourists are not subject to any sanctions if the landlord (of the official tourist facility) or the Tourist Organization does not register it within the time limits established by law in the police department in the event that this is their obligation, and the police issues a fine to an authorized person of such a legal entity. However, for all other cases the tourist as well as the accomodation provider maybe both deemed to be at fault.
